Frustrated legislators are seeking paths forward in Harrisburg after Fairlife chose to open a major dairy plant in New York rather than Pennsylvania. The day after Fairlife's May 9 announcement, Rep. Clint Owlett, R-Tioga, proposed restarting the state Dairy Investment Program with $25 million. The program was part of the 2019 Pennsylvania Farm Bill and provided dozens of grants for farms and businesses to expand dairy marketing and value-added processing. The program has been dormant the past few years because its funding mechanism didn't work out.
